Overview
Our client is looking for a Project Manager / Estimator — Design & Installation Division to bridge the gap between technology and construction by taking projects from bid intake through to closeout. This part-time role splits focus between owning low-voltage, security, and AV bids and managing awarded projects, including schedules, submittals, field teams, and closeout packages. It is an exceptional opportunity for a professional who can read construction drawings like a contractor, design network infrastructure like an engineer, and price work accurately.
Schedule: Part-time with flexible hours within business hours (Flexible between 9:00 AM to 5:00 PM EST)
Responsibilities
Bid Intake & Go / No-Go
• Review incoming opportunities from public portals (NYS Contract Reporter, NYC PASSPort, DASNY, BidNet), GC invitations (BuildingConnected) and direct client requests.
• Screen each against our gates — fits Design & Installation scope, at least 7 days of lead time, not procurement-only — and bring a recommendation to the CEO.
• Own the bid calendar: due dates, pre-bid conferences, mandatory site walks, RFI cut-offs and addenda.
Nothing gets missed for lack of an owner.
Estimating & Takeoffs
• Read construction drawings, specifications (CSI Divisions 27 Communications and 28 Electronic Safety & Security, plus related Division 08 door hardware and Division 26 electrical), and addenda.
• Perform takeoffs in Bluebeam: devices, cable runs, pathways, terminations, racks, MDF/IDF build-outs, door hardware and network equipment.
• Build labor from crew hours and labor units, including prevailing-wage rates on public work; price materials, equipment, partner and subcontractor quotes, overhead and margin.
• Price both plan-and-spec bids (exactly what the engineer designed) and design-build work (where we design the system and price it).
• Gather and level quotes from distributors, manufacturers and partners (including our AV partner); track lead times; propose value-engineering alternates that meet the spec.
Bid Documents, Compliance & Proposals
• Assemble the complete bid package: bid forms, pricing sheets, schedules of values, alternates, unit prices, product data, and addenda acknowledgments.
• Complete M/WBE utilization plans, EEO and responsibility forms, insurance certificates, bonds and certification documents for public bids.
• Write proposals in HWT format: scope of work, inclusions, exclusions, assumptions, clarifications and pricing summary.
• Draft RFIs, attend pre-bid conferences and site walks, and run scope reviews with GCs after bid day.
• Check every package against the solicitation before submission; nothing goes out incomplete.
Project Management — Turnover to Closeout
• Turn the winning estimate into the project budget, schedule, schedule of values and procurement plan.
• Prepare and track submittals: product data, shop drawings, riser diagrams, device layouts and samples.
• Coordinate the field supervisor, installers, partners and subcontractors; plan manpower and sequence work around the GC’s schedule and other trades.
• Represent HWT in OAC and GC job meetings; manage RFIs, change orders / CPRs and owner’s-rep communication.
• Prepare monthly AIA G702/G703 requisitions; coordinate certified payroll and compliance reporting on prevailing-wage jobs.
• Track budget vs. actual, margin and lead times; flag cost or schedule risk early.
• Enforce site safety (OSHA) and quality; manage punch lists, testing and certification results, as-builts, O&M manuals, closeout and warranty.
Bridge Technology and Construction
• Translate between the two worlds: VLANs, PoE budgets, switching, Wi-Fi coverage, VMS/NVR storage and access-control platforms on one side; pathways, backboxes, firestopping, door hardware, power and MEP coordination on the other.
• On design-build work, produce system designs, device layouts and riser diagrams that are buildable, code-compliant and priced right.
Tracking & Continuous Improvement
• Maintain the bid log (due dates, status, win/loss and reasons) and project records in Zoho Projects and SharePoint.
• Build and maintain estimating templates, labor units, pricing databases and a reusable proposal / qualifications library.
• Run a short post-mortem on every win and loss and feed it back into pricing.
Requirements
• 5+ years combined in low-voltage, security, AV or systems-integration work, with hands-on experience in BOTH estimating and project management.
• Construction background: working with GCs, CMs and owner’s reps; reading construction drawings and specs; submittals, RFIs, change orders, schedules and AIA billing.
• Technology background: structured cabling (Cat6/6A, fiber, pathways), network infrastructure (switching, PoE, Wi-Fi), IP video surveillance, access control, intercom and AV systems.
• Public-works experience: prevailing wage, certified payroll and M/WBE compliance on NY public projects.
• Proficient in Bluebeam Revu (or equivalent takeoff software), Microsoft Excel and the Microsoft Office suite.
• OSHA 10 required (OSHA 30 preferred).
• Proven ability to manage multiple bids and projects at once and hit hard deadlines.
• Strong written English — your proposals represent the company.

• Credentials: PMP or CAPM, BICSI RCDD or Technician, AVIXA CTS, OSHA 30, NYC SST card.
• Licensing: NYS Department of State Security / Fire Alarm Installer license, or eligibility to qualify for one.
• Public owners: experience on CUNY, DASNY, NYC SCA, DDC, NYCHA, SUNY or Port Authority projects.
• Platforms: Ubiquiti UniFi (Network, Protect, Access), Software House C•CURE, Lenel, Genetec, Avigilon/Axis, Crestron, Extron, Q-SYS.
• Cabling manufacturers: Panduit, CommScope (SYSTIMAX), Leviton, Belden, Corning, Ortronics/Legrand, Chatsworth (CPI), including manufacturer warranty programs.
• Estimating tools: PlanSwift, On-Screen Takeoff, Accubid, ConEst IntelliBid, McCormick, D-Tools, System Surveyor.
• Construction tools: Procore, Autodesk (AutoCAD / Revit viewing), Zoho Projects.
• Codes and standards: NEC, TIA-568/569/606/607, NFPA 72, ADA, and NYC Building Code as they apply to low-voltage work.
• Sectors: education, healthcare, commercial / retail fit-outs, and jobsite technology for construction.
